I think you will find testing is pretty standard in Ruby land ... and near non existent in .NET (comparatively) diff mindset

Specflow, StorEvil, MSpec are all very poor imitations of Ruby equivalents, and Ruby test frameworks all add to each other

in a lot of cases, yes ... IoC, OpenWrap, Nu, Dynamic Proxy, unit testing, BDD all struggle or deal with static typing
